The world can't agree on how to count carbon, and India could pay the price
Almost every net-zero pledge rests on a basic assumption: that we can accurately count carbon. That we can measure what is emitted, verify what is removed, and trust that a tonne claimed on one balance sheet is a real tonne, counted once.
