Frequent trips to the local RTA office will no longer be required for transferring vehicle ownership, obtaining no objection certificates (NOC) for bringing a vehicle to Telangana, and for updating e-KYC details.

Now, all these services can be availed online by means of the Vahan Citizen Services portal, the Transport Department announced on Saturday. These services can be accessed using Aadhaar-based one time password authentication.

Those who wish to transfer ownership of a vehicle can do so with the seller logging onto the portal, verifying the vehicle details using the last five characters of the chassis or engine number, and then validating the date of the insurance or pollution certificate. The seller will then have to enter details of the buyer. After this, an application number is then generated and sent to the buyer’s mobile number.

Similarly, the buyer can use the application number to complete the next steps. These entail Aadhaar OTP authentication, entering the current address, and examining the National Crime Records Bureau (NCRB) vehicle report to check for criminal records associated with the vehicle. Once the prescribed fee is paid the buyer and seller are required to complete an e-signing step using Aadhaar OTP. The transaction is automatically approved after final submission. Post this, the registration certificate dispatched by the RTO.

Vehicle owners who wish to move their vehicles to another State, in this case Telanagana, or sell them there can do so by applying for an NOC online. Applicants have to enter the reason for obtaining the certificate. They are then required to choose the destination State and relevant RTO and generate an NCRB report. A Form 28 and the NCRB report have to be uploaded to the portal before final submission. The application is then forwarded to the concerned RTO for processing.

Those who opt for updating e-KYC details online using their Aadhaar number or Virtual Aadhaar ID can do so after verifying the vehicle details and authenticating the OTP sent to their Aadhaar-linked mobile number. They can review and submit their e-KYC details at this step. Uploading a copy of the Aadhaar card and the original RC is after which the application is forwarded to the concerned RTO for approval.

The department has advised vehicle owners to verify all details carefully before submitting applications.
