The European Commission has launched a chip design platform to mobilize €525 million ($590 million) in investment and support a new generation of European semiconductor design companies. The European Chip Design Platform, a key initiative under the EU Chips Act, was launched Wednesday by Henna Virkkunen, the commission’s executive vice-president for tech sovereignty, security and democracy. It will provide companies with access to chip design tools, technical support, intellectual property building blocks and manufacturing capacity, helping startups turn innovative ideas into chips and expand their businesses.
Early-stage startups will be eligible for grants of up to €100,000 ($112,000) to develop prototypes demonstrating the feasibility of their ideas. More advanced companies can apply for grants of up to €16 million ($18 milliıon) to help cover chip development and commercialization costs.
Startups and small and medium-sized enterprises will also receive guidance on applications through the European Chips Competence Centers network. Training, rapid prototyping and access to advanced technological resources will complement the financial support.
Of the total investment, €440 million will be provided in grants by the EU and participating countries. A further €85 million will support cloud-based platform infrastructure, support services and the development of open-source chip design tools. European chip design companies currently account for less than 1% of global revenue in the segment, according to the commission.
It stressed that new semiconductor manufacturing capacity in Europe would only be sustainable with sufficient demand, much of which must come from European chip designers. The initiative forms part of the bloc’s broader efforts under the EU Chips Act to strengthen its semiconductor ecosystem, improve supply chain resilience and reduce dependence on external suppliers.
