Ensuring Operators Comply to Prevent Internet Quota Expiration

JAKARTA, KOMPAS.com - Internet quotas for customers can no longer simply expire when the package validity period ends.

This follows the Constitutional Court's (MK) Decision No. 273/PUU-XXIII/2025, which mandates service options that ensure remaining customer quotas remain active and usable.

The decision, delivered on July 23, 2026, was followed up by the Ministry of Communication and Digital (Komdigi), which requested cellular operators to provide protection for customers' remaining quotas.

Several operators have begun to expand their rollover package options. This mechanism allows unused quotas from previous periods to be carried over to the next period.

However, the implementation of this regulation has not fully complied with the mandates of the MK.

Komdigi has identified a number of internet packages that only provide notifications to customers before their quota validity expires.

"From the reports we received, in general, the three operators have expanded their rollover package options," said Denny Setiawan, Director of Strategy and Policy for Digital Infrastructure at Komdigi, during a press conference at the Komdigi office in Jakarta on Saturday (3/10/2026).

Denny stated that the reports came from three operators asked to report on developments in implementing the protection for remaining quotas, namely Indosat, Telkomsel, and XLSmart.

At Indosat, there are 94 packages that have been reported to Komdigi.

Of this number, 23 packages have implemented the rollover mechanism, while 71 packages are still using alternative protective measures.

One of these measures is providing additional notifications to customers seven and two days before the package's validity ends.

However, Komdigi believes that this notification is insufficient to meet the mandates of the MK decision.

"Therefore, based on Komdigi's evaluation, those 71 Indosat packages do not have protection as mandated by the MK ruling," Denny stated.

According to Denny, notifications only serve to remind customers that their package validity is about to expire.

"Notifications merely remind customers that their quota is about to end," he said.
